Wilmington Housing Authority Strategic Plan

Dear Residents, Partners, and Community Members,

The Wilmington Housing Authority (WHA) is pleased to share the release of our long-awaited Strategic Plan. This document outlines WHA’s goals and priorities over the next several years, including expanding access to safe, high-quality, and affordable housing for Wilmington residents. It also highlights our efforts to improve operations, strengthen partnerships, and pursue new funding and development opportunities.

This plan solidifies our commitment to meeting the urgent and growing demand for affordable housing. Today, WHA serves more than 7,000 residents, yet thousands remain on waiting lists for public housing and Section 8 vouchers. With continued recognition from the U.S. Department of Housing and Urban Development and recent transformative grants—including a $50 million Choice Neighborhoods Implementation Grant—WHA is better positioned than ever to lead meaningful change.
